The role of the Senate envisaged in paragraph 64 of the Reid
“We do not envisage the Senate as a body of secondary importance. Our recommendations are made with the intention of enabling the Senate to become an influential forum of debate and discussion, and a body which will contribute valuable revision to legislation and which will be able to impose a measure of delay in exceptional cases.”
In its General Election 14 (GE14) manifesto, Pakatan Harapan promised to restore the dignity of Parliament. Its subsequent victory has provided a fitting opportunity to herald a much- awaited Parliamentary reform agenda, towards enhancing Parliament’s independence and legislative process consonant with the rule of law and justice.
In line with this manifesto promise of Pakatan Harapan government, a Working Committee on Senate Reforms was established to recommend suitable Senate reforms. In its work, the Working Committee on Senate Reforms has engaged relevant stakeholders via steps such as roundtable discussions/ consultations with the Speakers of the State Legislative Assemblies, former Speakers of Parliament, academicians, NGOs, as well as experienced parliamentarians from Canada and Australia.
This book attempts to enhance readers’ understanding of the role of Dewan Negara, the role of the senate and senators, reinstating the Parliamentary Service Act 1963, the improvements of The Senate Institutional Structure and the Rebranding of the Senate in the Local Mould through Various Programmes including Advocacy and Public Awareness.
